Yes, we'd like that too. But the reality is you need someone on the project dedicated to ensuring all the details are chased up. Little things like ensuring the hardware is going to be delivered on time, or the server licenses have been purchased.

Scrum is a project management methodology, not a software development methodology, so it is not focussed on how software is written but on how a project is managed.

Scrum is a team-based approach to iteratively, incrementally develop systems and products when requirements are rapidly changing. It is a process that controls the chaos of conflicting interests and needs, and is a way to improve communications and maximise co-operation.

When someone becomes a Certified Scrum Master it indicates that they have been formally trained by a Certified Scrum Trainer to follow the Scrum project management methodology. That is, they have been taught to deliver working business value every 30 days; they have been armed with techniques to handle changing requirements, and they have been shown how to enhance communication between the product owner, the team and themselves.
